New layout for install view

I hope to participate in the development of this unique project.
And the beginning i had make a new design for the install page using the bootstrap

this change can help me to start using bootstrap to enhance some views layout in admin interface if we add bootstrap files to project.

how many votes we need to get this change request in active state.

Do You can plan to add this modification in the next version 3.20.
Or you will be added Bootstrap package to source code.
