Page to inform customer that he will live site

Hi! I have some situation when user will be automatically redirect to another site. So i would like to make some page with notification about that. Could u please tell me how can i do this?

You can create a new topic page with your explantion on it:
admin >> Content Management >> Topics(pages) >> Add New

And you can specify for this page to be shown in a footer column, or in the top menu, or just in the sitemap.
