Robots.txt and sitemap.xml - 404 error

Version 3.9

If i go to https://www.mysite.com/sitemap.xml  or /robots.txt  I get 404 error.  
I seen how it works on demo site but no such luck for me.

Checked settings and sitemap is enabled
commonsettings.sitemapcustomurls                       All stores
commonsettings.sitemapenabled                  True    All stores
commonsettings.sitemapincludecategories        True    All stores
commonsettings.sitemapincludemanufacturers    False    All stores  
commonsettings.sitemapincludeproducts          True    All stores

I tried editing web config to remove handlers for sitemap and robots txt.  No effect still same 404 Error.

Any help please?  I have read every post about sitemap and no solution.

did the issue resolved? I'm using 3.4 version & getting the 404 - not found error for sitemap.xml & robots.txt

Set site has pool configured with "integrated" mode (not a "classic" one) ?

Otherwise something in webserver must be blocking those files

I'm not sure what is blocking the files in webserver.

Might be issue with IIS.

I would request you to put any txt file at root level and try to access that.
