Which one is stable?

3.90, 4.00 or 4.10?

The latest version 4.1 is currently the most stable version for .net core and 4.0 for .net framework target.

I would certainly suggest you to go with the latest version of nopCommerce i.e. 4.1 as it's the stable version. 4.2 should be soon to be released, so it'd make sense to move forward only.

The selection of VPS is totally a subjective thing, however make sure that whichever you choose supports the requirements as detailed in the documentation.
