Discount by Manufacture

Ok so long shot.  Have a client using Nop 3.4 an need a plugin to restrict a discount code by Manufacture.

It seems like something someone would have written but I cannot seem to find it.  Does anyone have a DiscountRequirement plugin that restricts a code by manufacture and would only allow the code to discount that manufacture products in the cart?

Then super long shot they have a discount requirement for total cart must be over X value.  But need total manufactures products in cart must be over X value.

Basically one manufacture will give you a 10% discount if you spend over $100 on their products.  But there are lots of different manufactures in the store.

Any one out there that can save me a bit of time and know of something already pretty close to this in place?

There is a Discount Type
Assigned to manufacturers: After this discount is created, the store owner has to assign this discount to a manufacturer appearing in the Discount applied to the manufacturer tab (manufacturer details page). This enables the discount to be applied to all products in this manufacturer.

But, I don't know that it was available in Nop 3.40

No it is not in 3.4
