Can a user agreement be shown for non-downloadable products?

I sell software licenses for a product which the user has already installed as a trial. Is there a way to show a license agreement when the user purchases the license product?

There is no download associated with the license but we would still like to the user to agree to the license agreement. So I am looking for a way to activate the "Has user agreement" checkbox without anything to download.
