Dates and Times

In the order list, are the Order Created On times UTC, local server time, or local time as set in Customer Settings? Also the event log looks to go by local server time? Is this correct? My client's local time is EST but their event log is showing events in Pacific Time. I'm not sure about the orders though.

As per my thought i think all over the place the date time is stored on UTC and as per the customer setting it showing converted user time on front end or in admin panel

Could this be related to this issue?
