Access Denied impersonate customer

I am logged in as admin and when attempting to place an order for a customer I get an error message
"Access Denied" "You do not have permission to perform the selected operation."

I have set user to admin but don't know what else to do.  any help would be appreciated

Can you please check the database entries and provide the information here ? for better understanding, and to findout where the issue can be ?

also check the default Admin entry, and the user you have assigned as admin, and try to get the mismatch fields.
