Setup Paypal Express Error

I can not successfully setup Paypal Express.  I am getting this error:

We're sorry, an internal error occurred that prevents the request to complete.

Our supporting staff has been notified with this error and will address this issue shortly. We profusely apologize for the inconvenience and for any damage this may cause. You might want to try the same action at later time.

I looked in the website directory under Templates/Payment/ and I did not see Paypal Express.  Is that expected?

the error message is the one from your cart - go into admin -->system --> log
and see if you can track the error there, it might better help you understand the problem

I got the same problem, so what I did was uncheck Use Sandbox: and is working fine.
