yes ! without authentication Modal box  should be pop up .

If New Customer I mean If Guest First time surf the site  he should get see the login popup or Register popup so that he will register or Login and get Welcome Voucher . For Example in site http://www.jabong.com/ or http://www.snapdeal.com/ where sign up pop up get opened.

Try it.
If Guest loads a page, he'll see a popup login form.
If Guest reloads a page, he'll see a popup login form again.
I think, Popup Login must be shown only one time.
