Google Search Console can not verify HTML file verification

Hello Team,


I want submit sitemap.xml for one of my website specially for FR (french) culture on Google Search Console.

I can easily access mywebsite.com/fr/sitemap.xml

I configured mywebsite.com/fr/ to Google Search console

During last step I need to verify the ownership so I downloaded one html file provided by Google which I have uploaded to the root directory of my website and on hitting button verify on Search Console Google I am getting error.

mywebsite.com/fr/[google html file(for verification)].html (Not Working)
mywebsite.com/[google html file(for verification)].html (Works well)

Please help as I need to submit language (culture code) wise sitemap  not global sitemap.

Please advise.

I have problem just like that.
However, i cant get my google file to be visible without the language part.
