Unable to load DLL 'sni.dll' or one of its dependencies

Hi I am trying to run v4.1 in Visual Studio and I get this error.

System.DllNotFoundException: 'Unable to load DLL 'sni.dll' or one of its dependencies: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))'

I download a fresh copy of the source code and reloaded all the .Netcore 2.1 packs but no good

I can run v3.9, v4.0, v4.2, v4.3 and now v4.4 but not v4.1 - am I missing some install or ?
