I am trying to setup UPS for rate computation but I cannot even get Fixed rate shipping to work.
Under “shipping methods” all checkboxes are unchecked so that we can ship to any country for testing purposes. I went to "shipping rate computation method" and set UPS as the only active method. I called up UPS and obtained my access key, login and password and entered them in the appropriate textboxes. Then I made sure that an item does not have free shipping and has a weight and dimensions entered that I placed in the shopping cart. After checking out and reached shipping, I am given multiple options; ground, 3 day, next day, etc. They all have zero prices. Is there something that I am missing? The same thing happens on the development server and production server.
After further testing I have found that installing the "Sample Database" during installation the shipping charge/cost works. It shows "Shipping: Calculated during checkout" on the checkout page after you add a product to the shopping cart. It does not show this in the non-sample database installation it just shows "Shipping: $0.00 (USD)". I matched settings in the working version with the non-working version for: Shipping Settings, Shipping Methods, and Rate Computation Methods including the "Best Receipes" product. At this point I do not know what to do. I want to avoid installing the sample database into my production website.

Several configuration options could cause you to always have free shipping: shipping discount of 100%, "Free Shipping over X" set to a larger value than the order total, and customer roles (with "Free shipping" checked).
The problem was my account was a "favorite customer" and by default they have free shipping. Once I removed the free shipping from the role it worked. THANK YOU VERY MUCH!!
