What is the publicstore.skin file? how to use it?

It is a standard ASP.NET theme element. Just put it in the same folder with styles.css.

PS. It is my first theme and I did not create it from zero. I used one of exist themes (nopClassic or darkOrange). publicstore.skin is from the "parent" theme, I did not touch it.
