Invalid object name 'dbo.TaxRate'.

Fresh install, create database with sample data.

In the Admin/Configuration/Tax/Tax Provider, Click on the "Tax By Country & State & Zip"'s configure link throws an exception. There is no dbo.TaxRate table in the database.
