What is the purpose of this file nopC v2.0: "defaultResources.public.nopres.xml"?  When I make changes to this file, I don't see the changes in the site.

It is used to insert Locale String Resources during installation.

Nice.  Looks like that can be a convenient/easy way to edit the locale strings.  Especially for those testing beta and want to "create new database" on install.

BTW, the last word in value for this resource name is cut off  
Account.Login.NewCustomerText
("...m"  should be "...made")
