Error: Required permissions cannot be acquired

I'm trying to install a new site, and coming up against this error:

System.Security.Policy.PolicyException: Required permissions cannot be acquired.

.....

[FileLoadException: Could not load file or assembly 'System.Data.SqlServerCe, Version=4.0.0.0, Culture=neutral, PublicKeyToken=89845dcd8080cc91' or one of its dependencies. Failed to grant minimum permission requests. (Exception from HRESULT: 0x80131417)]

Can anyone help me out here?
