When loading the site

When then loading the ShoppingCart
>> the Tax plugin get called 8 times
>> the Shipping plugin get called only 2 times (interesting).
Any thoughts on what could make this happen?
It seems many users are noticing performance issues and I wonder
a) Is there a plan and a date to fix the performance problems soon?
b) Did anybody run Performance Profiling on this last version?
