2.1 Error Guest Role could not be loaded (Fresh Install)

Download source version, built using VS2010 and running in debug mode. EF created all the tables in the new SQL DB, however no default data is insterted and unable to find any SQL's anymore in V2, now I am unable to navigate to /install as it spits out Guest Role could not be loaded error.

should I just insert a guest role or is there something in the settings.txt or web.config that needs to be set?
