Low order fee

Hi! Does anyone here know a way to charge a small extra fee in nopcommerce  if the order total is beneath a certain limit?

Anyone that knows if there is a plugin for this? If not, any ideas how this can be implemented? I must be able to specify the extra fee during checkout.
