Upgrade from 1.9 to 2.0 gives 403 - Access denied

I´m trying to upgrade my existing running website with 1.9 and have replaced the 1.9 files on server with 2.0 files but can´t get the install page as I´m getting this 403 Access denied. If running perfectly with 1.9 there should not be any issues with permissions running 2.0 or ?

Find instructions with upgrade script from http://nopcommerce.codeplex.com/releases/view/69080#DownloadId=265405

When you perform and correct all data, run this script http://nopcommerce.codeplex.com/releases/view/69081#DownloadId=276392 to upgrade to 2.10 version

The easy way make all above steps locally, publish and upload code to ftp server.
