Adding a shippable item, to a cart with a non-shippable item, enables shipping for the whole order

Add a large item with no shipping enabled displays:
Shipping: Not Required

Add an item with shipping enabled:
Shipping: Calculated during checkout

Checkout, and you can go all the way to the end without anything preventing or acknowledging that one of the items can't be shipped.
