a.m. help me!nop2.1 often run occur error CS0006

My website has installed nop2.1 on godaddy successfully.It is run fast and well most times.but sometimes It is run error,after a while ,It is ok. system's log report this error:
(0): error CS0006: Metadata file 'D:\Hosting\8163459\html\web\Plugins\bin\Nop.Plugin.DiscountRules.BillingCountry.dll' could not be found,
but "Nop.Plugin.DiscountRules.BillingCountry.dll" file is in it's directory already.How to slove this problem?
