How can I do the languagepack conversion from SQL server 2008 or MS Access 2010 to XML

Hi,

I updated the Dutch languagepack via ODBC in MS Access / MS Excel to version 2.3 (shop and admin part)
Now I want to share this to the community but I think it has to be in XML or .... ?
How can I create the XML file ?
