Billing Email Address

I searched and saw two threads on this however nothing that explains why there is an Account Email (to login) and a Billing Address Email. I've never used a system that the account owner would have a separate billing email address. This also seems extremely confusing. Is there a configuration to remove the billing email or make it the same as the account? I'm just not seeing it.
