I have the exact same problem and Ive tried everything that was discussed above. I even retried the entire module creation from scratch twice yet I get this error . It seems the error itself doesn't tell you much of where the code is failing. Though it is quite clear that its a routing issue and Ive checked the names and routing a couple of times I just cant get beyond this issue
The controller for path '/Admin/Plugin/ConfigureMiscPlugin' was not found or does not implement IController.
