just finished upgrading from 1.9 to 2.3 and I noticed that I'm seeing the above error going through the checkout process. Any assistance would be appreciated.
It means that your shipping methods are not configured. You have to manually reconfigure them as stated in the readme.txt file provided with the upgrade scripts archive
