I'm not sure how this happened nor can I reproduce it using a browser (perhaps I can if I disable js?), however I had a user register without putting in a State. I have tried to reproduce it however because the country is required it sets the state to the first one when it displays so the user can't deselect it.. Has anyone else experienced this?
using 2.5, paypal isn't working right because of missing state field (it only allows us to issue refund, no print shipping label option). It happens to about 1 out of 20 orders. Its been stated that they are unable to select a state.
