Is it possible to go and download the no source and install it on the web server and then download solution with the source code and use it to develop plugin's and themes.
Can I just copy the plugin's I create and move them over to the web server or are there other steps that need to be done to the plugins to be able to deploy?
Deploy no source code solution, then download source code for development?

Sure, you can. Just copy the compiled plugin directory to \Plugins directory on your server.
