Australian defaults Mess up Administration panel in 2.3 and 2.4

After changing default Country and Currency to Australian and changing the display order to 1, all titles changed to loang dotted class names.

examples

Logged In As: to Admin.Header.LoggedInAs:
Dashboard: to Admin.Dashboard:
Catalog: to to Admin.Catalog:

Countries: to Admin.Configuration.Countries:
Three letter ISO code: to Admin.Configuration.Countries.Fields.ThreeLetterIsoCode:

Those are only few examples. Actually every title has changed in this format if log as administrator.
Then changed back to US but didn't change. This is a realy serious bug. This software should not be limited to US.

Initially I thought this is a bug in 2.1 and then tried 2.3 and 2.4 all are the same.

Can some one please tell me how to fix this ?
