PayPal Standard not redirecting 2.40

I have these values, yet no error just does not redirct to Paypal, you can place an order without paying:

I tested with Premier account no problem . but i think its same idea .

Paypal direct works fine I.E CC transactions:

do you have standard turned on also:?

okay after you click the button confirm you get redirected, not when click

>>>You will be redirected to PayPal site to complete the order.

This by design? one click to many?
