Default to Mobile Theme works in FF Safari Chrome but not IE

I have a customer requesting the default UI to be of the MobileTheme.

Edited the IsMobileDevice to always return true.
Edited the browserCaps.config as well.

It works in all browsers except IE.

How can I make the default Mobile Theme show up on a PC using IE?
