all customer roles can change/see admin user data

hi,
i am using v2.4
i create new role("shop owner") and want to give hime permision to access the admin area, load products, see his customers data and so on
but in this permision(the administaration role disable for "shop owner" role)
he can change/delete my admini user.
how can i block this ability?

Add a new user type, then assign the abilities you want it to have.
