Where to find ForumWelcomeMessage

I can't find in Admin where you can edit the ForumWelcomeMessage that defaults to the text "Put your welcome message here. You can edit this in the admin site." after installation of NopCommerce. I have hunted all over, in the config menu etc. and I'm missing it or it's just not there....if not I'll just edit it in the DB. Anyone know where this setting is, in what menu of Admin?

Admin area > content management > topics > 'ForumWelcomeMessage' topic
