Error (INVALID: 3130 : The BillingState value is too long.) - Sagepay

I am getting this error when i try to submit the order to Sagepay, any ideas?

my guess would be your sending a 3 digit code rather than 2 - seem to remember having this problem before? not sure if it was nop tho.
