Selective shipping

Does NOP 2.65 allow me to set up shipping such that I ship all products to, say, USA as an example. But for a given bunch of products / category I also allow shipping to Mexico. Normally shipping to Mexico is not enabled for products but for this special bunch of products it is.

Is that possible and if so how?

Not out of the box.  The nopTools Shipping Director plugin can do it.  I've blogged about a number of different selective shipping scenarios
