While upgrading 2.70 to 2.80, Some problems about default plugins

Hi,

I have some problems about defualt plugins as tax provider.
I followed the upgrade instructions correctly, RUN the project from source but I got error as below;

Active tax provider cannot be loaded

I look at through the admin panel, No plugins listed there.

What should i do?

You go to Admin > Configuration > Plugins, and don't see ANY plugins at all?

How did you do upgrade?  (check that the plugins' Description.txt files have 2.80 in supported versions)

1- backup the 2.70 version database.
2- download and run visual studio
3- restore the backup file on new db name.
4- execute upgrade script
5- copy the old installedplugins.txt and settings.txt
6- run visual studio,
7- ı got an error about tax provider not installed
8- i went to admin - settings - plugins and i didnt see any installed plugins

Not clear.  Are you not seeing any plugins, or seeing plugins but they are not marked installed?
(I assume you also updated your settings.txt to point to new db name)

Just posted the same problem before I found this two minutes ago.
I have the same problem. I commented out the code throwing the
exception and got in to admin. No plugins are listed. I go to plugins
folder and the folders are there but they are empty folders and not
included in the project.
