Can someone share the steps to integrate 2.8 with paypal please ?

In addition, I am interested in how are their commercial / rates, is it per transaction basis and no setup/start up and no yearly maintenance charges ?

Here you go, this site will tell you what PayPal charges are paypal.com they have a number of different solutions.
