Since he is the one that made it, he's got to have the code for 1.9.  Unless he did not make the multi store vendor to work with version 1.9.  I only learned about Nopcommerce at version 2.3. so I am not sure. :)

Yes, You have right. The 2.x version is better, but i using 1.9 script in my clients implementation yet . Also I  wolud not change / buy new server / hosting dedicated for newest nopcommerce version.
