upgrading from 2.5 to 2.8 went horribly wrong

i just got done doing an upgrade and when i went to long into my admin it was telling me i had to install nop commerce from the start as i did when i first started. what did i do wrong? i followed what was written in the steps to upgrade and this is what happened. any help would be great!!

("upgrading from 2.5 to 2.0"???  I assume you mean you upgraded from 2.0 to 2.5 :)

You need to copy these two files from your old site to the new site:
\App_Data\Settings.txt
\App_Data\InstalledPlugins.txt

Settings.txt contains the database connection info.
