i was looking at this example theme, and my question is how much of this is tied to a plugin? for example, we purchased a wedding theme, which depends upon a plugin for setting/configuration as well as some custom Models, views and controllers, as well as the css and the few over-ridden custom cshtml files in catalog, etc.

So my question is on the metro theme, does it have a plugin for configuration also? and how dependent upon the plugin to run?

There is no plugin for the Metro Theme. It is simply a folder that you copy to your Themes directory. Then you need to select the theme in admin and change one setting. The instructions included are as follows

INSTALL METRO THEME
---------------------

Copy the 'Metro' folder to your ~'nop3.10'/ Themes directory.

Go to administration > Configuration > Settings > General and Miscellaneous Settings > Desktop Store Theme >>  Metro
Go to administration > Configuration > Settings > Media Settings > Product thumbnail image size(catalog) >> 250


A six slide nivo slider is included if you want more slides on the home page slider (optional)
