PayPal Direct: Please enter a valid state in the billing address. Nopcommece 1.40

The payment processing form throws error: "Please enter a valid state in the billing address" trying to process PayPal Direct payment in Danish currency and location.

1. Go to admin area > Configuration > Location > States/Provinces
2. Add states for your country. This way customers will be able to select a state

I already added states so that can't be the fix
