Upgrade runs installation script

I'm not getting this at all. I upgraded from 1.9 to 2.0, all fine.
Next step 2.0 to 2.1. I ran the upgrade script on the database. But when I go to run the new version the installation screen comes up. How do I get past this?

It seems the setting.txt file was empty. Copied across correctly and all seems to be working ok.
