Version 1.40 SSL problem

Hi!
I just upgrade my site to version 1.40 from 1.30 and got this problem
1/ The "Use SSL" select button in Configuration/Global Settings/ Security and in Configuration/All setting is disappear.
The SSL function is off.
2/ Some of the data in the database id deleted after I execute the 1.40 upgrade script.
What should I do to fix this problems

1. These options were moved to web.config file
2. What data is deleted?
