PSD to nopCommerce 3.20 Design

We are looking for someone that can take the CSS of an HTML slice job and convert it into a nopCommerce 3.20 theme for us. The main design will be based off of the screenshot at this link http://sdrv.ms/1byphHW and http://sdrv.ms/IZMwQq. We would want to take into account some things that are not in the design that NC 3.20 has to offer, such as the new footer capability, move the newsletter signup to the left column, add best sellers to home page (in slider), have featured products in slider, and the ability to have the different blocks in the left column if we choose (manufacturers, tags, vendors, etc.). We would also need all parts of the website styled accordingly (blog, forums, checkout, shopping cart, etc.).If this is something you are willing to give us a quote on, please PM it to me or send any additional questions you may have.
