Permissions for Plugin Controller Actions

Is there a way to tie a plugin into the nop admin permissions framework? I see the TaxFixedRate plugin uses StandardPermissionProvider.ManageTaxSettings, but that property exists in the base nopCommerce code and I'm looking for a way to accomplish the same thing with an installed plugin that does not require modifications to nopCommerce.
