Two HTML Fixes 1.4 in BlacklistIPInfo.ascx & ConfigureTax.ascx

Only minor.
In 1.4 I got validation errors for the following:

BlacklistIPInfo.ascx line 16: missing <tr>
ConfigureTax.ascx line 72 extra </td>

//spelling
ExcelHelper.cs line:181

private string GenerateCreateTable(string tableName, Dictionary<string, string> tableDefination)

change to: tableDefinition
