Discount Rule

Story:

I create a discount for 10% on all order as a week campaign.

Then i create another campaign for lets say 10 $ off the order with a cupon code.

Then the clever customer gets the 10 % and adds the 10 $ cupon code on hes order for 200$

then he gets 30$ discount.

I want to be able to aply a rule for the 10% on all order, that says this cannot be applied if other discount is allready applied.
