customers-->customer roles
create a role
go to configuration --> access control list
add the controls to the customer role
add the customer to the role
go to customer and select the role for that customer

I tried this and I was able to modify customer roles and save it..but when I try to login with the partial admin role I am not able to login to administration section. Am I missing something?. Can you please confirm.
