localhost admin login page can't be displayed

Hi, I just installed a fresh copy of NOP 3.3 on my local machine.  Running Webmatrix, I successfully get the NOP startup screen (http://localhost31452).  But when I click the login button to gain access to Admin (http://localhost31452/login), I get the error "This page can't be displayed".  Any ideas what I am doing wrong?

Try rebuilding the entire solution first.

If that does not help, check the Log table in the DB using a SQL tool

Thanks for the advice as rebuilding the solution did work!  But I got an error message that is difficult for me to understand.  It says:    "Reference assemblies for target.NET Framework version not found; please ensure they are installed, or select a valid target version".

I did confirm that I have target.NET Framework 4.5.1 installed in C>Windows>Microsoft.NET>Framework.  I also confirmed that my IIS manager default application pool points to .NET Framework version 4.

So should I just ignore this error and press on?

you can change version of application Pool on IIS
